Help with the Torus DAO Treasury

Users should have the option to allocate emissions to the Treasury instead of Agents. Currently, only the DAO is capable of doing that. We can enable this by registering the Treasury key to the network, so it can receive weights from the Allocator. That is the goal of this entry.
